The council is aiming to screen residents living near the road from disturbance by putting up a 159-metre-long fence along the A3095.
The fence would be 2.44 metres high and would act as a “visual and acoustic buffer for residents”.
A report read: “It is considered that the proposed fence would enhance the residential amenity of the occupants of the neighbouring properties both during the construction process and when the wider improvements works are complete.”

The news reported this controversial plan for four large homes in Sunnymead on Jocks Lane last month.

But the proposal for the four and three-bedroom homes is facing opposition.
Bracknell Town Council, three residents and councillor Alvin Finch have all voiced their disapproval at the designs.
The application is being considered by the planning committee because Cllr Finch raised concerns about overdevelopment at the site.
Despite this, planning officers at BFC have recommended the designs are given the go-ahead.
Three new homes in Sandhurst (planning reference: 20/00329/PAV)
Developers are seeking prior approval to convert an empty shop into three new homes.
All of the new homes will be three one-bedroom flats.

No objections have been received in relation to the plan but it is being decided by the planning committee next week as the council only has 56 days to judge it from the time it was received.
More screening for tennis courts in Warfield (20/00250/3)
Netting screening the tennis courts at Westmoreland Park could be raised by two metres.
This plan has been brought forward to protect the tennis club from stray baseballs coming from the baseball pitch northeast of the tennis courts.
Officers say this plan is fine to go ahead.

One new home in Winkfield Row (19/01031/FUL)
A three-bedroom home is proposed for land to the rear of Eggleton Cottage and Poplar Cottage on Chavey Down Road.
The proposal is being considered by the planning committee because nine neighbours objected to the application.
They say the move would represent overdevelopment and the home would be out of character with the rest of the area.
Despite this, BFC bosses have recommended the designs are approved.
