As he walked up them he said he "fell flat on his face halfway up".
The amateur photographer had taken photos a day previously, providing evidence that the steps from above look fine but looking up, they appear to be slippy and weedy.
He said: "These steps leading down from Deepdale to the Mill Pond underpass look fine from above and that is probably the viewpoint which the council relies on.
"Seen from below the condition of the steps gives an entirely different story. Moral: Don't just rely on a quick glance from above.
"The 78 year old photographer who took these photos (me) actually found himself flat on his face halfway up just one day after taking the pics! Fortunately no bones broken but this needs urgent attention."
The authority said they are currently carrying out inspections and will clean the steps to see the condition they are in.
Bracknell Forest Council also apologises to the resident over his fall.
Damian James, Assistant Director of Contract Services, said: “We’re sorry to hear that one of our residents recently had difficulties using the steps by Deepdale. In response, our street cleansing team is currently carrying out a site inspection and we will clean the steps to see if there are any physical defects which need to be addressed in order to keep the steps safe for residents.
"We would ask anyone who notices issues with steps, pavements or roads to let us know immediately so we can investigate. Issues can be reported via our website.”
