A property developer has submitted plans to build up to 230 homes and a new rugby club in a Berkshire village. 

David Wilson Homes is looking to transform the current farmland off New Bath Road in Twyford into a huge housing development - following the principles of the ‘20-minute neighbourhood’ model. 

The principle is about being able to live locally, by giving people the ability to meet most of their daily needs within a 20-minute walk from home. 

The developers have said the proposal, which has been submitted to Wokingham Borough Council, would provide a mix of homes with a range of tenures, 40 per cent of which would be affordable.

They have promised to provide play areas and open spaces for future occupants, as well as enhanced landscaping and walking and cycling routes through the development. 

It could also provide a new rugby ground for Rams RFC, which is currently located in Sonning.  

The site, which is located north of the busy A4 and next to The Piggott School, is used for crop farming in polytunnels.  

The submission comes following a period of public consultation, with an exhibition held at Loddon Hall in June, as well as mailouts to residents, online information, and engagements with key stakeholders - such as nearby schools and councillors.  

A form was provided to gather feedback from those who participated in the consultation, with 56 completed and returned. 

When asked whether they agree with the “overarching proposals” the overwhelming majority of those who responded to this question (53), did not.

The results showed that 72 per cent of respondents disagreed (38), 18.9 per cent agreed (10), and 11.3 per cent were unsure (6). 

David Wilson Homes said it understands the proposed development “will invariably lead to a range of different views” and hopes to provide a “sensitively designed” plan to “complement the […] surrounding area”. 

The company also pointed to the fact that the proposals “would help to facilitate the future relocation of Rams RFC".

However, a similar response was garnered when asked about the importance of relocating the rugby ground, with most determining that it is not an important consideration. 

Of the 54 who responded to this question, 81.5 per cent said it’s not important (44), 13 per cent said it’s important (7), and 5.6 per cent (3) had no opinion either way.

A more positive response was received regarding whether respondents agreed with the principle of improving the pedestrian and cycle routes in the area. 

Of the 53 who responded, 56.6 per cent agreed (30), 34 per cent disagreed (18), with the remaining having no opinion, which David Wilson Homes said they were “encouraged to see”. 

The exact details of matters including housing mix, layout, and parking provisions are all reserved for future determinsation should this initial outline application gain approval.   

A decision on the application will now be made by the council’s planning team.
